Last Friday night severa! negroes, among whom were Prince Wian, C. H. Joseph and Robert Davis got into row in the store of tbe last named, located on Liberty Sheet in tbe western suburb of city and before it was over Davis shot Joseph with a double barrell shot gun londed with bird shot. Davis has been bound over to answer the indictment of assault and battery will intent to kill and of a high and aggravated aature. Davis has been released on bond.

The Fan Drill. Tbe King's Daughters' Fan Drill on last Thursday evening was a gratify iag success in every respect. Altamont Moses, at the request of the City Council. It is published at the instance of Mr. Moses, as information, 80 that any personVfjecting to it may write to him on the Subject. Let those who do not favor it make known their objections now, or hold their peace hereafter; A Bill Entitled An Act to Amend the Charter of The City qf SunUcr in Relation to the Sal'iry of its Mayor, and in Relation to Mak ing Returns of Property in taid City. Be it enacted by the Senate House of ot the State of South Carolina, now met and sitting in general assembly and by authority of the same.

Section I. That section foor of an Act entitled "an Act to amend an act entitled an act to recharter the town of Sumter, S. C. approved December 24th 1883," approved 17th dav of December 1887, be and the same is hereby repealed and the following substi tuted in lieu thereof, so that said eectiou shall read as follows Skc 4. That the Mayor of said City of Sumter shall receive a salary noi to exceed the sum of Six Hundred dollars per annum, and he and the said Aldermen shall be exempt from street duty during the term of their office.

Tbat section seven of an act entitled an act to recharter the town of Sumter, approved December 24th 1883 be and the hereby repealed, and the following substituted in lieu thereof: Sec. 7. Tbat during the month of June of each year sll persons having property liable to taxation shall make returns of their pro perty under valuing the same at the ttme of said return, before the Clerk and Treasurer of the City ef Sumter, who is authorized to administer said oath that in case any build ir be erected upon any property in the City of Sumter, or any additions or improvements be made to any building therein, between the last day of June and the first day of October of any year, the same shall be returned for taxation to the Clerk und Treasurer as aforesaid, before the fir3t day of October of the year in which such buildings may be erected or additions or improvements made, at the ralue thereof whether the same be completed or not. and if the same be not completed, the return thereof shall not be mide before the last day of Sep tember in the year in which such buildings may be erected, additions or improvments made, and the same shall be returned at its value, on the last day of September in such year, or if the last of September fall on a Sunday, then on the lit day of October That the said Town Council may summon any person to appear before tbemand answer, under oath, concerning their property liable for taxation and the said Town Council may correct ail returns and assess ai its true value all such property liable to taxation. That should any person fail to make return of their property within the times abave men tioned and as hereinbefore provided, or fail to appear and answer concerning their pro- I perty when summoned, as above provided, the Clerk and Treasurer sball make out an assessment of the real and personal property of such person liable for taxation, and shail add thereto a penalty of twenty per eentum for such failure.

That an ordinance declar ing the rate of annual taxation upon property and other subjects of annual taxation for the year shall be published at two weeks during the month of October, and all persons liante to taxation shall make payments of their taxes to the said Clerk and Treasurer during the succeeding month of November. Upon failure to make such payment the per son so in default shall be subject to a penalty of twenty per centum upon the amount of their taxrs. That it shall be the duty of the Cle-k and Treasurer to enforce the collection of any and all taxes, penalties, commutation moneys or other charges due to said corpora tion, and for this purpose he is autboriz-d and empowered to issue execution under the seal of said corporation, directed to the Sheriff" of Sumter County, requiring him to levy and sell of the property, real and personal, of such person so in default suffi- cient to pay all such taxes, penalties, charges and costs. Tnat if such executions be lodged with the said Sheriff he be entitled to charge and collect the same costs now provid ed by on executions against property. Thnt no Nulla bona costs eball be charged against said city of Sumter, and all property upon which a tax shall be assessed is hereby declered and made liable for the payment of the same and for any penalties and other charges thereon in preference to all other debts or encumbrauces, exeept debts and taxes due the State.

The Complimentary Dance. Dancing is said to be the handmaiden of of the art? by some, by others the oldest of the arts. But be this as it may, there is a con cord of opinion tbat no matter bow far back in the remoteness of time the the student may search, he will fiud the history of nations intermingled and intertwined with tberytbmic movements and graceful motions of the dance. At first a religious rite, then a form of cele brating a religious ceremony or comiuemora someps ful occasion, it ultimately be came mereiy a pastime of joyous, happy and light hearted people. In the youthful days of this now old world of ours, all people are taken part in the dance, from the hoary-headed patriarch, wrapped in bis man tle of dignity, to the happy child, clothed in nothing more substantial than youthful beauty and innocence.

Those were happy dajs; and the poet and dreamer, desires noth ing more beautiful than to contemplate, with his imaginative mind's eye, the groups of beautiful dancers collected beneath the olive proves of the lands whence sprungthe world's first and greatest poets, paiuters and singers. as is this imagined scene to the day-dreaming poet, that group which 61 led the Masonic Temple hall, on. last Wednesday evening to the ejes of commonplace, every day people, a more pleasing and grate ful one. was a scene tbat contained the bes? and brightest tinted elements that make up the pictures of the social life of the sister cities, Dar.ington and Sumter. It was grate ful, as being the second scene in the happy and friendly intermingling and intertwining, by means of the dance, of the social history of the two cities The first was Darlington's, tbe second Suroter's, and it is the earnest de sire of ail v.

ho had a place in either scene, that -ver recuning periods, similar scenes may be witnessed iu one or the other place. The was tastefully decorated with trailing stniiaX vine-, buttling and the national coiors. At the upper erid of the hall was the legend. "Welcome to Darlington, which was truly "like apples of gold in pictures of fitly spoken, for! ever; Sum ter heart re-echoed the welcome. Dancing egan at ten o'clock and contin ued until tbestriking t-eil of the midnight hour had long died away in the still night air, and the shtil! voiced patron Saint (if has one) of this progressive city was awakening the echoes ot early morn ing The Fourth Regiment Orchestra was at iis r-est and the music was so inspiring ad to lighten both hearts and feet to glide swiftly through parsing hours.

During the intermission, at one o'clock, re freshments were served, and then followed the exqi.isite tact and grace by Mr Rob James and Mies Aleta Williamson, of Darlington, assisted by Mr. Douglas China and Miss Josie Kershaw and Mr. H. M. San- ders and Miss Maria Thechaperouesof the party from Darlingtoo were Mr.
