Page 2B The Daily Item Sumter SC Thursday Aug 21 1986 Names events Less water to flow into Savannah River Spartanburg man charged with murdering associate SPARTANBURG (API A Spartanburg man was arrested and charged with murdering an associate less than two weeks after he was released on bond for another murder charge officials said John Allen Belcher 20 was arrested Wednesday after the body of 20-vear-old Oscar Godfrey Green was found in a wooded area Sunday police said The victim's girlfriend also was charged with murder I All three were listed as living at the same residence Green's body was found Sunday in a clump of bushes near his girlfriend's abandoned car Belcher was arrested at 3 a Wednesday by Spartanburg County Sheriff's Department d-tectives said Capt John Blackwood He also was charged with armed robbery first degree burglary and grand larceny The girlfriend Connie Dianne Spicer 27 was arrested at about 12:30 am Wednesday and also charged with murder Belcher was released on bond Aug 8 after being charged with murder in the death of Lino Molin Acevedo 29 Acevedo was found stabbed to death May 29 in a ditch off Brawlev Street He had wounds to his throat back and chest Belcher also was charged with stealing $60 from Acevedo while armed with a knife Cheryl Ann Earnhart 27 of Spartanburg and Nancy Marie Price 21 of Una also were charged with murder in connection with Avecedo death Green bullet-riddled body was found Sunday by policemen checking an abandoned car An autopsy performed 'Monday indicated that Green was shot at close range several times with a handgun water released from Clarks Hill Lake to 3600 cubic feet per second starting Sept 15 said Gay Orr a spokeswoman for the Savannah District of the Corps in Savannah Ga Because of the drought the flow into the river is now about 5000 cubic feet per second while the normal flow is 5800 cubic feet per second re trying to conserve water in the lakes as much as possible although they are dropping rapidly" Ms Orr said "The rainfall for the past eight months is 20 inches below normal and inflows into the lakes are down about one third" c' Already she said hydroelectric generation at all three lakes has been reduced 43 percent because of the lower water levels not a weatherman but if the current weather pattern continues as it's going I don see any signs it's going to be changing drastically for the better" Gen-ega said Another public meeting on the plans to reduce the water flow in the Savannah is scheduled for tonight in Augusta Ga The Corps said it plans to monitor saltwater moving up the lower Savannah because of the reduced flow of water down the river By The Associated Press The Army Corps of Engi- neers plans to reduce the amount of water released into the Savannah River beginning next month in an effort to maintain water levels in Hartwell Richard Russell and Clarks Hill lakes Col Stanley Genega said Tuesday at a public meeting at Clemson University that even with the water conservation plan water levels in the three lakes will continue to decrease The Corps has been generating only 60 percent of its normal power since last December and next month it will generate only half he said Lake Hartwell the Richard Russell Lake and Clarks Hill Lake are near the Savannah along the South Carolina-Georgia borders Without substantial increases in rain Geneca said Hartwell Lake will fall to 175 feet below normal by December with 59 percent of its normal storage depleted Hartwell is 115 feet below normal he said Richard Russell Lake will drop up to another 4 feet below normal with 81 percent of its storage depleted Geneca said while Clarks Hill will lose another 5 feet to 13 feet below normal with 77 percent of its water lost To compensate for the drought the Corps will cut the amount of Murders every call concerning the case as though this may be the lucky one On a gloomy Sunday in August 1977 more than a year after the horror story serial number off the gun just after the shootings and said the man apparently lied while taking a polygraph test They said however they did not believe the man was lying when he said he did not kill the two youths They believe he had knowledge of either the gun whereabouts on the night of Aug 8 however and either knew who killed the victims or knew at least who they were But he never told them any of those things and authorities had to let him go He had an airtight alibi for the night of the killings and police could not place him in South Carolina at that time Other similar leads led to the same dead end At one point law enforcement officials from Georgia said they thought they recognized the girl They said she used to drive a delivery truck for an auto parts store When investigators from Sumter went down to check it out they found the girls boyfriend who agreed to come to Sumter to identify the body He passed out when he saw her said it was her and began to cry Investigators thought they finally had a strong lead and they followed up on it as best they could but two years later the boy girlfriend showed up in town She had been to California it seems and was ready to come home But investigators here haven really given up hope They know that after two or three days it difficult to get the facts in a case like this but they continue to take AUGUST SIZZLERS Shriners
